GHS/OCD Promotes September as National Preparedness Month


The Offices of Guam Homeland Security and Civil Defense (GHS/OCD) invite the island to celebrate September as National Preparedness Month (NPM). To commemorate the month, Governor Lou Leon Guerrero will declare NPM with a virtual proclamation signing on Friday, September 1, 2023 at 11:30 a.m., which will also be streamed live on the Governor’s Facebook page.

The 2023 NPM theme is “Preparing for Older Adults.”

Wind Advisory in Effect through Tuesday; Hazardous Surf and Seas Remain 

The National Weather Service (NWS) Guam Weather Forecast Office continues to monitor a developing tropical system, known as Invest 93W, located northwest of Saipan. As part of the tropical system, a southwesterly monsoon flow is strengthening. Showers will continue to increase in coverage from south to north across the Marianas, with locally heavy showers and a few thunderstorms possible.

Heavy Rainfall and Gusty Winds Expected through Wednesday; Hazardous Surf and Seas Remain

The National Weather Service (NWS) Guam Weather Forecast Office continues to monitor a developing tropical system, known as Invest 93W, located west of Saipan. As part of the tropical system, a southwesterly monsoon flow is strengthening, with the strongest winds located south of Guam. As 93W continues to strengthen over the coming days and drifts eastward, the monsoon flow will lift northward to encompass all of the Marianas.

JIC Recovery Release No. 114 - Army Corps of Engineers Complete Typhoon Debris Clean-up in Three Villages

The U.S. Army Corps of Engineers (USACE) reached a milestone this week as Typhoon Mawar debris clean-up from residential rights of way (ROWs) has been finished in three villages (Humåtak, Malesso, Piti). The debris mission continues in 12 villages with the remaining localities scheduled to begin clean-up soon.

The National Weather Service (NWS) Guam Weather Forecast Office has the following advisories in effect:

high surf advisory is in effect for Guam, Rota, Tinian, and Saipan until 6 a.m. next Saturday. Large breaking waves of 7 to 9 feet today are expected to become 9 to 11 feet tonight along south and west facing reefs of the Marianas. Remain out of the water due to dangerous surf conditions.

The National Weather Service (NWS) Guam Weather Forecast Office continues to monitor a developing tropical system, known as Invest 93W as it forms roughly 160 miles west-southwest of Guam.

Thunderstorm Advisory in Effect; Practice Caution 

The National Weather Service (NWS) Guam Weather Forecast Office issued a thunderstorm advisory, in effect for the Guam International Airport Authority until 8:00 a.m. Thunderstorms are possible or occurring within 20 nautical miles of the airport.

Be alert and take precautions as required. If outdoors, seek shelter if lightning is seen or thunder is heard.

Earthquake Recorded

The U.S. Geological Survey recorded an earthquake with a preliminary magnitude of 4.7 that struck 114km SSW of Merizo Village, Guam, with a depth of 34.1 km, at 4:43 p.m.

As advised by the Pacific Tsunami Warning Center, there was no tsunami threat to the Marianas from the earthquake. There were no major damages or injuries for Guam reported from the earthquake.
