JIC RELEASE NO. 72 - Profiles of Earlier Confirmed Cases; CQA Requires Declaration of Items Related to COVID-19 - GHS OCD

The Department of Public Health and Social Services (DPHSS) tested 33 individuals for COVID-19 on Monday, April 13, 2020 with conclusive results. Zero tested positive through DPHSS and 33 tested negative for SARS-CoV-2, with one additional case that was clinically diagnosed.

Because test results are reported from multiple labs at varying times of the day, the cumulative total from all labs will be reported on a nightly basis. Updated results will be provided this evening, once all tests from today are completed.

Preliminary Profiles of Confirmed Cases
Profiles of the 134 COVID-19 cases include three clinically diagnosed cases, reports of 11 confirmed positive cases received from the U.S. Naval Hospital that were tested by the Naval Health Research Center (NHRC) in San Diego, and four confirmed positive cases through Diagnostic Laboratory Services (DLS).

To date, there are a total of 134 confirmed cases of COVID-19, with 58 recoveries and 5 deaths. As this is an evolving situation, information is subject to change with little to no notice.

CQA Requires Declaration of Items Related to COVID-19
The Customs and Quarantine Agency (CQA), at the request of DPHSS, requires the completion of the Mandatory Customs Declaration Regarding the Importation of Items Related to COVID-19 form (attached).

DPHSS, under Title 10, Chapter 19 § 19502, may exercise, for such period as the state of public health emergency exists, the following powers concerning materials, to inspect, control, restrict, and regulate by rationing and using quotas, prohibitions on shipments, allocation, or other means, the use, sale, dispensing, distribution or transportation of commodities to include, In Vitro Diagnostic Tests, Personal Protective Equipment, Medical Devices and Supplies, Anti-Toxins, Serums, Vaccines, Immunizing Agents, Antibiotics, other Pharmaceutical Agents and/or Ventilators. The intent, at this time, is not seizure but to track these items as they arrive as well as guard against the importation of counterfeit items. The U.S. Food and Drug Administration has issued warnings regarding the importation of unauthorized counterfeit COVID-19 test kits. In an effort to protect our community, Customs officials require consignees to complete the form, which is then collected and forwarded to the DPHSS for disposition/action.

§ 19505 further states,

(b) Rationing. If a state of public health emergency results in a Guam-wide or threatened shortage of any product, 19505(a), under (a), whether or not such product has been purchased by the public health authority, the public health authority may control, restrict, and regulate by rationing and using quotas, prohibitions on shipments, allocation, or other means, the use, sale, dispensing, distribution, or transportation of the relevant product necessary to protect the public health, safety and welfare of the People of Guam. (c) Priority. In making rationing or other supply and distribution decisions, the public health authority may give preference to health care providers, disaster response personnel and mortuary staff.

Furthermore, § 19506 states,

The government of Guam shall pay just compensation to the owner of any facilities or materials that are lawfully taken or appropriated by a public health authority for its temporary or permanent use under this Article according to the procedures and standards set forth in § 19805 of this Chapter. Compensation shall not be provided for facilities or materials that are closed, evacuated, decontaminated or destroyed when there is reasonable cause to believe that they may endanger the public health pursuant to § 19501.

Wildfire

Regularly clean the roof and gutters.
Maintain an area approximately 30’ away from you home that is free of anything that will burn, such as wood piles, dried leaves, newspapers and other brush.
Connect garden hoses long enough to reach any area of the home and fill garbage cans, tubs, or other large containers with water.
Review your homeowner's insurance policy and also prepare/update a list of your home's contents.

Fire Weather

Turn on your TV/radio. You’ll get the latest weather updates and emergency instructions.
Know where to go. If you are ordered to evacuate, know the route to take and have plan of where you will go. Check-in with your friends and family.
Keep your car fueled, in good condition, and stocked with emergency supplies and a change of clothes.

Drought

Conserve water

Take shorter showers.

Turn off the water while brushing your teeth or shaving.
Run the washer less frequently and only when you have a full load.
Water your lawn less frequently and do so when the temperature is cooler in the early morning or late evening.
When you run the tap to heat or cool water, keep a pitcher to store the water and use it to water plants.
Avoid washing your car.

Practice fire prevention

Don't set off fireworks when conditions are dry.
Deposit cigarette butts in the proper receptacle to avoid starting a
Pour water over camp fires and backyard fire pits to ensure they are completely out before leaving them unattended.

Follow directions from local officials. If there are restrictions on water usage, be sure to heed them.
