JIC Release No. 30 - Guam in COR 1 - GHS OCD

Governor Eddie Baza Calvo places Guam in Condition of Readiness (COR) 1. COR1 means destructive winds are possible within the next 12 hours.

As of 1 a.m., Typhoon Mangkhut was located 15.0 degrees north latitude and 149.9 degrees east longitude. It is currently 360 miles east-northeast of Guam and 280 miles east of Saipan moving toward the west.

Mangkhut has a current intensity of 85 mph sustained winds. On its current track, it is forecasted to make its closest point of approach (CPA) to Guam around 8 p.m. on Monday.

Expected Winds

Although the weather seems clear, we anticipate the winds picking up through Monday. Stay vigilant.
· Damaging winds of 39 mph or more are expected as early as 1 p.m. Monday
· Destructive winds of 58 mph or more are expected by early as 6 p.m. Monday
· Closest Point of Approach is expected around 8 p.m. Monday

Damaging winds will last from early Monday afternoon through early Tuesday morning.

As a reminder, these are projections and the storm may slow down, speed up, move farther south or even strengthen.

Hazardous weather will remain even after the storm's closest point of approach has passed. Please remain sheltered in place until the all clear is given.

Heavy wind and rain increases the chance of hydroplaning. During COR1, the community is advised to stay indoors and off the roadways unless it is an emergency, or seeking shelter.

Shelter information

Northern residents seeking shelter should proceed to M.A. Ulloa Elementary, Juan M. Guerrero Elementary, or Wettengel Elementary.

Astumbo Elementary and F.B. Leon Guerrero shelters have reached maximum capacity and can NO LONGER ACCEPT RESIDENTS.

For residents seeking shelter at Astumbo Elementary School, the closest shelter is Juan M. Guerrero Elementary in Harmon across Cost-U-Less.

For residents seeking shelter at F.B. Leon Guerrero Middle School, the closest shelter is M.A. Ulloa Elementary in Kaiser near Island Girl Power.

Machananao Elementary School is approaching capacity; the closest shelter is M.A. Ulloa Elementary in Kaiser near Island Girl Power or Wettengel Elementary School located across Dededo Department of Public Health and Social Services.

What to expect during COR1

Residents and visitors are advised to shelter in place, in a hardened structure, until the all clear is given.

GovGuam non-essential agencies are closed on Monday. Additionally, public schools, all catholic schools, DODEA schools, and charter schools, are closed on Monday.

Sirens and Emergency Alert System to be used

The Emergency Alert System (EAS) through television and radio will be used beginning at 4 a.m. announcing Guam in COR 1.

The All Hazards Alert Warning System (AHAWS) sirens, audible voice only, will be used at 7 a.m. as a secondary means of additional communication. The community can expect to hear voiced messages over the AHAWS alerting the community that Guam is in COR 1 or any additional information as needed.

X Flooding is a temporary overflowing of water onto land that is normally dry. Flooding may happen with only a few inches of water, or it may cover a house to the rooftop. There are many possible causes of floods including heavy rain, coastal storms and storm surge, waterway overflow from being blocked with debris, or overflow of levees, dams, or waste water systems. Flooding can occur slowly over many days or happen very quickly with little or no warning, called flash floods.

Wildfire

Regularly clean the roof and gutters.
Maintain an area approximately 30’ away from you home that is free of anything that will burn, such as wood piles, dried leaves, newspapers and other brush.
Connect garden hoses long enough to reach any area of the home and fill garbage cans, tubs, or other large containers with water.
Review your homeowner's insurance policy and also prepare/update a list of your home's contents.

Fire Weather

Turn on your TV/radio. You’ll get the latest weather updates and emergency instructions.
Know where to go. If you are ordered to evacuate, know the route to take and have plan of where you will go. Check-in with your friends and family.
Keep your car fueled, in good condition, and stocked with emergency supplies and a change of clothes.

Drought

Conserve water

Take shorter showers.

Turn off the water while brushing your teeth or shaving.
Run the washer less frequently and only when you have a full load.
Water your lawn less frequently and do so when the temperature is cooler in the early morning or late evening.
When you run the tap to heat or cool water, keep a pitcher to store the water and use it to water plants.
Avoid washing your car.

Practice fire prevention

Don't set off fireworks when conditions are dry.
Deposit cigarette butts in the proper receptacle to avoid starting a
Pour water over camp fires and backyard fire pits to ensure they are completely out before leaving them unattended.

Follow directions from local officials. If there are restrictions on water usage, be sure to heed them.

Typhoons/Hurricanes are massive storm systems that form over the water and move toward land. Threats from typhoons/hurricanes include high winds, heavy rainfall, storm surge, coastal and inland flooding, and rip currents.

“Hurricanes” form in the Atlantic Northeast Pacific region and “Typhoons” form in the Northwest Pacific Region. These large storms are call cyclones in other parts of the world.
