COVID-19 test results are reported from multiple labs at varying times of the day. The Joint Information Center will report cumulative COVID-19 test results once a day, unless unavailable.

Governor Leon Guerrero Signs EO 2020-27

Today, Governor Lou Leon Guerrero signed Executive Order (EO) 2020-27, relative to placing Guam under Pandemic Condition of Readiness (PCOR) 1 effective at 12:01 a.m. on Sunday, August 16, 2020 through 11:59 p.m. on Saturday, August 29, 2020.

Beginning on Sunday, August 16, 2020, and through Saturday, August 29, 2020, all non-essential Government of Guam (GovGuam) agencies shall suspend customer facing operations. GovGuam will continue to operate in a limited capacity, with some agencies completely closed. Several agencies shall remain operational with limited or no public access. Other agencies will remain fully operational, including public access. All members of the public needing government services are asked to contact agencies and departments by email or phone.

In-person voting in the 2020 primary election shall proceed on August 29, 2020, subject to DPHSS Guidance. Absentee voting conducted curbside shall continue by appointment. Voters should contact the Guam Election Commission with any inquiries.

From Sunday, August 16, 2020, all public gatherings or congregations for purposes of public entertainment, recreation, food and beverage service, religious services, theater, bowling, fitness, and other similar activities, to include all public venues in which the serving, provision, or consumption of prepared food or beverages occurs at a table or bar, or for consumption on-premises, are prohibited.

From Sunday, August 16, 2020, and through Saturday, August 29, 2020, all places of business or public accommodations shall close and be prohibited from on-site operations. This prohibition on operations will not apply to businesses specified in applicable Department of Public Health and Social Services (DPHSS) Guidance, which includes the following: health care operations, including home health workers; essential infrastructure, including construction of housing and operation of public transportation and utilities; grocery stores, farmers’ markets, food banks, convenience stores; businesses and non-profit organizations that provide for economically disadvantaged individuals and shelter facilities; pharmacies, health care supply stores, and health care facilities; gas stations and auto repair facilities; banks and credit unions; garbage collection; and hardware stores, plumbers, electricians, and other service providers necessary to maintain the safety, sanitation, and essential operation of residences and other essential businesses.

Non-essential retail businesses are permitted to operate, subject to DPHSS Guidance which shall include, at minimum, that customers will not be permitted to enter the physical premises but can pick up goods outside of the establishment from which they have already placed their orders.

All public and private schools serving prekindergarten through 12th grade will be closed for in-person instruction and activities through August 31, 2020, unless continued by further executive order.

All public parks and beaches shall be closed to all activities, except for individual use for purposes of exercise, subject to social distancing mandates.

Guam residents are strongly discouraged from unnecessary off-island travel to any destination.

Expanded COVID-19 Testing Continues

DPHSS, in collaboration with the Government of Guam, the Mayors’ Council of Guam, private, and federal agencies, continues expanded COVID-19 testing.

Testing is free and open to the public while supplies last. No symptoms are needed to qualify for testing. Please bring an ID, if one is available. The community testing schedule is as follows:

Saturday, Aug. 22, 9 a.m. - 12 p.m. at the St. Francis Church and School Parking Lot, along Route 4 in Yona

Saturday, Sept. 19, 9 a.m. - 12 p.m. at the Umatac Mayor’s Office, along Route 2 in Umatac

Those who are unable to go to the community-wide testing and are experiencing symptoms consistent with COVID-19, are advised to call their health care provider. If a patient does not have a regular health care provider, they can call the Northern Region Community Health Center (NRCHC) at (671) 635-7525/6 to schedule an appointment. The NRCHC COVID-19 testing is available by appointment only.

COVID-19 Testing-Aug-Sept

X Flooding is a temporary overflowing of water onto land that is normally dry. Flooding may happen with only a few inches of water, or it may cover a house to the rooftop. There are many possible causes of floods including heavy rain, coastal storms and storm surge, waterway overflow from being blocked with debris, or overflow of levees, dams, or waste water systems. Flooding can occur slowly over many days or happen very quickly with little or no warning, called flash floods.

Wildfire

Regularly clean the roof and gutters.
Maintain an area approximately 30’ away from you home that is free of anything that will burn, such as wood piles, dried leaves, newspapers and other brush.
Connect garden hoses long enough to reach any area of the home and fill garbage cans, tubs, or other large containers with water.
Review your homeowner's insurance policy and also prepare/update a list of your home's contents.

Fire Weather

Turn on your TV/radio. You’ll get the latest weather updates and emergency instructions.
Know where to go. If you are ordered to evacuate, know the route to take and have plan of where you will go. Check-in with your friends and family.
Keep your car fueled, in good condition, and stocked with emergency supplies and a change of clothes.

Drought

Conserve water

Take shorter showers.

Turn off the water while brushing your teeth or shaving.
Run the washer less frequently and only when you have a full load.
Water your lawn less frequently and do so when the temperature is cooler in the early morning or late evening.
When you run the tap to heat or cool water, keep a pitcher to store the water and use it to water plants.
Avoid washing your car.

Practice fire prevention

Don't set off fireworks when conditions are dry.
Deposit cigarette butts in the proper receptacle to avoid starting a
Pour water over camp fires and backyard fire pits to ensure they are completely out before leaving them unattended.

Follow directions from local officials. If there are restrictions on water usage, be sure to heed them.

“Hurricanes” form in the Atlantic Northeast Pacific region and “Typhoons” form in the Northwest Pacific Region. These large storms are call cyclones in other parts of the world.
