JIC Recovery Release No. 70 - FEMA Public Assistance Applicants Briefing Available on June 29; Funding Approved for Dislocated Workers - GHS OCD

Public Assistance for all Categories (A-G and Z) from the Federal Emergency Management Agency (FEMA) is available. Government of Guam agencies, private non-profit (PNP) organizations, and faith-based organizations have the opportunity to apply for funding reimbursements for the response and recovery efforts for Typhoon Mawar.

Eligible subrecipients may register their organization and submit a Request for Public Assistance (RPA) through FEMA’s Grants Portal. Entities without existing Grants Portal access or in need of updating their access may email gro@ghs.guam.gov. All RPA submissions must be submitted via Grants Portal.

Applicant Briefing Available June 29:

The Guam Recovery Office (GRO), with the Offices of Guam Homeland Security and Civil Defense, in collaboration with FEMA, conducted FEMA Public Assistance Applicant Briefings for eligible subrecipients and will host one additional as a make-up for all those agencies that have missed the scheduled session:

Thursday, June 29, 2023, 1 p.m. at the Guam Museum

All attendees are advised to bring their laptops or electronic devices to access Grants Portal. GRO staff will be available to assist with establishing access to Grants Portal Accounts.

Funding Approved for Dislocated Workers:

The Leon Guerrero-Tenorio Administration has been approved for $10.2 million in funding through the National Dislocated Worker Grant (NDWG) to support Typhoon Mawar recovery efforts. This funding will support the hiring of 398 individuals to work for the village Mayors’ Offices, the Department of Parks and Recreations, the Department of Public Works, the Guam Environmental Protection Agency Debris Management Sites, and Mass Shelter Operations for jobs as Community Program Aides, Laborers, and Laborer Supervisors. Temporary workers will assist with village cleanup, green waste removal, trimming of fallen trees, plumbing, electrical work, carpentry, building repair and maintenance, food distribution, and mass shelter operations.

The priority for eligibility will be given to:

Individuals temporarily or permanently laid off as a consequence of the disaster declaration (Typhoon Mawar)
Dislocated Worker/Displaced Homemaker

Dislocated Worker is an individual who has been terminated or laid off or has received a notice of termination or layoff from employment.

Displaced homemaker is an individual who has worked in the home for a number of years and suddenly finds that they are the primary source of household income.
Long-term Unemployed

Unemployed at the time of eligibility determination; and

Has been unemployed for 12 or more non-consecutive weeks over the last 26 weeks; and

Has made an effort to find a job; or

Is an incarcerated individual within 6 months of release

OR
Is underemployed at the time of eligibility determination; and

Has been unemployed for 12 or more non-consecutive weeks of the last 26 weeks; and

Has made an effort to find a job with self-sustaining wages/hours.

X Flooding is a temporary overflowing of water onto land that is normally dry. Flooding may happen with only a few inches of water, or it may cover a house to the rooftop. There are many possible causes of floods including heavy rain, coastal storms and storm surge, waterway overflow from being blocked with debris, or overflow of levees, dams, or waste water systems. Flooding can occur slowly over many days or happen very quickly with little or no warning, called flash floods.

Wildfire

Regularly clean the roof and gutters.
Maintain an area approximately 30’ away from you home that is free of anything that will burn, such as wood piles, dried leaves, newspapers and other brush.
Connect garden hoses long enough to reach any area of the home and fill garbage cans, tubs, or other large containers with water.
Review your homeowner's insurance policy and also prepare/update a list of your home's contents.

Fire Weather

Turn on your TV/radio. You’ll get the latest weather updates and emergency instructions.
Know where to go. If you are ordered to evacuate, know the route to take and have plan of where you will go. Check-in with your friends and family.
Keep your car fueled, in good condition, and stocked with emergency supplies and a change of clothes.

Drought

Conserve water

Take shorter showers.

Turn off the water while brushing your teeth or shaving.
Run the washer less frequently and only when you have a full load.
Water your lawn less frequently and do so when the temperature is cooler in the early morning or late evening.
When you run the tap to heat or cool water, keep a pitcher to store the water and use it to water plants.
Avoid washing your car.

Practice fire prevention

Don't set off fireworks when conditions are dry.
Deposit cigarette butts in the proper receptacle to avoid starting a
Pour water over camp fires and backyard fire pits to ensure they are completely out before leaving them unattended.

Follow directions from local officials. If there are restrictions on water usage, be sure to heed them.

Typhoons/Hurricanes are massive storm systems that form over the water and move toward land. Threats from typhoons/hurricanes include high winds, heavy rainfall, storm surge, coastal and inland flooding, and rip currents.

“Hurricanes” form in the Atlantic Northeast Pacific region and “Typhoons” form in the Northwest Pacific Region. These large storms are call cyclones in other parts of the world.
