The Office of Civil Defense has opened the Notice of Interest (NOI) period for the FEMA Building Resilient Infrastructure and Communities (BRIC) and Flood Mitigation Assistance (FMA) Programs. The notice of funding opportunity for the program is expected to be announced by the end of the year.
The BRIC and FMA programs are only open to government entities. BRIC funding is intended to support governments as they reduce their hazard risks and may be used for capability and capacity-building activities and mitigation activities. FMA funding focuses on reducing or eliminating the risk of repetitive flood damage to buildings and structures insured by the National Flood Insurance Program.
Interested applicants should submit a Notice of Interest (NOI) form to Amanda Blas, State Hazard Mitigation Officer, via email at amanda.blas@ghs.guam.gov. The NOI period will remain open until the program’s funding opportunity is announced.
For information on hazards, risks, and local mitigation priorities, applicants can refer to Guam’s Hazard Mitigation Plan, available on the GHS/OCD website: [Guam 2024 Hazard Mitigation Plan] (https://www.ghs.guam.gov/sites/default/files/guam_2024_hmp_20240711_ms_updated_maps.pdf).
